Fundraising
for Universities: Exploring Options

While
in the US and increasingly in the UK fund raising is part of life
for university leaders it is not yet part of the culture in most
continental European institutions. This is partly due to national
legislation which does not fiscally or otherwise reward donations
and similar financial transfers to educational institutions. It
is also a matter of culture where universities have long been used
to public funding and struggle to diversify their revenue through
other channels.
In the usual case based format of the series this workshop will
look at diverse forms of fundraising and its management taking the
diverse European legal context into account. Participants would
more specifically share experience on: How to develop an appropriate
fundraising strategy; What are basic prerequisites for effective
fund raising for an HEI; How to build a fundraising competence and
culture in the institution.

Funding Strong Universities: Diversification, Student Support and

The
EUA Glasgow Declaration 2005 underlines that adequate and sustainable
funding is a prerequisite for securing universities’ future and
with it, their capacity for promoting cultural, social and technological
innovation. Europe cannot hope to be competitive if higher education
and research budgets are not viewed as an investment in the future,
and urgently increased.
The challenge of the coming years will be to find ways forward that
ensure an equitable balance between, and mix of funds from public
and private sources, including students, graduates and their families.
In plenary sessions, working groups and round tables the Conference
will address the multiple aspects of innovating university funding,
mainly: The impact of tuition fees and related student aid schemes;
The diversification of funding sources and the potential of private
public partnerships; The institutional requirements of transparency
and accountability for managing increasingly diverse funding sources.
The conference is of particular interest to Rectors, Vice-rectors,
Heads of Administration, Directors of Finance, Heads of funding
agencies and ministerial departments dealing with funding issues.
Danaube
Rectors'
Conference in Zagreb
University of Zagreb, from 29th September to
1st October, was the host of the yearly Danube Rectors' Conference.
There were about 70 participants from Universities of middle and
eastern Europe that are all connected by the river Danaube. The
main issue of the conference was the financing of higher education.
Introduction speeches were held by Ferdinand Devinsky(Slovakia),
PhD.; Wolf Rauch(Austria), PhD and Tihomir Hunjak(Croatia), PhD.
On the Conference were held three thematic sessions and the IRO

FIRST
CONGRESS OF CROATIAN SCIENTISTS FROM CROATIA AND ABROAD
The
Ministry of Science, Education and Sport organised the first Congress
of Croatian scientists from Croatia and abroad due in Zagreb and
Vukovar November 15-19, 2004.
The basic goal
of the Congress was to offer meeting opportunities to scientists
of Croatian descendance who live and work abroad and their colleagues
from Croatia and to present guidelines to the development of science
and economy in Croatia. Additionally, the Congress aimed to enhance
cooperation in all areas of scientific work, and to aid the creation
of concrete agreements on the different forms of scientific cooperation:
-
cooperation on projects primarily funded from abroad and co-funded
by the Republic of Croatia
- guest visits and working visits of foreign scientists to Croatia
- organisation of foreign travel and stay for young Croatian scientists
- organisation of a group of peer reviewers to help in the assessment
of scientific projects and programmes
- cooperation of scientists on strategic economic projects in Croatia.
The
VIII Assembly of the World Council of Croatian Doctors was also
organised within the Congress.
The
opening ceremony of the Congress, the plenary sessions and the beginning
of the work in sections were held in Zagreb, while the remaining
work in sections, discussions, passing of conclusions and the signing
of the declaration took place in Vukovar.
The
intention of the Congress was to bring together scientists from
all fields of science and to form a congress section for each field.
The section will consist of 30-35 scientists from Croatia and abroad
and moderated by two hosts from Croatia and abroad.

Covention of AMAC/AMCA associations
The
3rd Convention of AMAC/AMCA associations (associations of alumni
of Croatian universities) took place June 30 - July 3 2004 at the
Faculty of Electrical Engineering and Computing at the University
of Zagreb. The topic of the Convention was "University, Science
and Globalisation" and invited speakers included, among others,
the minister of science, technology and sport, Dragan Primorac and
professor Miroslav Radman. The Convention also provided reports
on the work of AMAC/AMCA associations. The Organisation committee
of the Convention was chaired by professor Greta Pifat-Mrzljak,
and the Convention was financially supported by the Ministry of
Science, Education and Sport, the University of Zagreb and individual
faculties.

Salzburg
seminar visit to the University of Zagreb
An evaluation
team from the Salzburg seminar visited the University of Zagreb
April 12 - 16, 2004. Based on the University's self-evaluation report,
the discussions about the Bologna process at Zagreb university with
members of the rector's and deans' teams, Senate committees members
and students, the experts will make an evaluation of the progress
that the Universiy has made in its reforms.
Members of the Salzburg delegation are: Josef Jarab, former rector
of the Palacky University in the Czech Republic and the Central
European University in Budapest and Warsaw; Madelaine Green, vice-president
of the American Council on Education; Sven Caspersen, rector of
Aalburg University in Denmark; Jochen Fried, head of the delegation
and director of the university project of Salzburg seminar; and
Manja Klemencic, PhD candidate at Cambridge University and fellow
at Harvard Centre for Business and Government.
This was the second visit of a Salzburg seminar delegation to the
University of Zagreb. The first visit was organised in 2000 which
resulted in the first evaluation on the University of Zagreb's progress.
